It can be collected by people who do not have resources or whose resources are insufficient to cover their basic needs. They may be unemployed people, workers with few resources, pensioners, recipients of other types of pensions, immigrants without a residence permit, etc.

This social emergency assistance is a non-periodic benefit, of an economic nature, intended for those persons, integrated in a cohabitation unit whose resources are insufficient to meet specific expenses, of an ordinary or extraordinary nature, necessary to prevent, avoid or alleviate situations of social exclusion.
